Because of this, the people living below are known as the Dusk Dwellers.\n\nTo ensure that the Dusk Dwellers remain obedient and do not rebel, the Morrow Reapers maintain a propaganda division called the Ministry of Numbing. This ministry uses the four elements to keep the population in a state of emotional suppression.\n\nEarth represents religion. Fire symbolizes addiction in all its forms. Water is the blood — the liquid hope flowing through the veins of every Dusk Dweller, the hope that they might improve their lives and ascend to the Flying Fortress. Air is the wind leaving their lungs, the hard labor they perform every day to keep the Flying Fortress afloat, every breath they exhale to ensure it continues hovering so they might be noticed and perhaps one day offered a place above. An offer that, of course, will never come.\n\nBut one day, despite the propaganda of the Ministry of Numbing, the people have had enough and decide to rebel against their oppressors.
